MINUTES FOR FEBRUARY 3, 2022

I.                    WELCOME AND INTRODUCTIONS

A.                  The meeting began at 9:03 a.m. Introductions were made.

III.              ACTION CALENDAR

 

A.                  Imperial County Local Transportation Authority Annual Financial Report for the Fiscal Year Ended June 30, 2021

 

The CPA firm, Vasquez and Co. LLP presented the LTA Annual Financial Reports, for the fiscal year ended June 20, 2021. The LTA Local Taxpayer Supervising Committee (LTSC) “Oversight Committee” reviewed the financial reports, and recommended approval of the fiscal reports for FY 2020-21, for the LTA and the cities of Brawley, Calipatria, Calexico, El Centro, Holtville, Imperial, Westmorland and the County of Imperial”, with support for the following recommendations for member agencies and staff:

 

·         Include the Oversight Committee in the invitation to the initial audit meeting with agencies.

·         Provide LTA audit requirements training to agency staff as required.

·         Provide a template to all agencies for the 5-year expenditure plan to ensure uniformity in the annual audit.

·         Request that agency staff provide the LTA with a list of LTA funded completed projects for a 5–10-year period.

·         Provide a better definition of the Maintenance of Efforts expectation and requirements applicable to each agency.

·         Implement a cap on administrative use of LTA funds. No more than 6 to 10% recommended.

·         Submit documentation pertaining to use and projects utilizing LTA funds for the prior fiscal year to LTA staff no later than November 1st.

·         Allow LTA staff to implement withholding funds penalties to agencies for noncompliance with LTA regulations.

 

A motion was made by Jones and seconded by Picazo, Motion Carried.

o   Also reviewed were the Comparison Revenues per City and County report and the LTA Revenues Comparison Report
